For whatever reason, I'm not sure but I'm betting it has something to do with keeping the status quo. It sure is not for the benefit of the Bumiputera because the Bumiputeras has not been benefiting from. If they did, they wouldn't still be "lagging" behind.
But according to Datul Ibrahim "The Frog" Ali, the Bumis are still lagging behind, they are not happy and need help.

The Bumiputeras are currently behind the Chinese and Indians,”So, to solve this proble, the MPM or The Malay Consultative Council wants the government to help them set up a bumiputera bank for the bumiputeras.
"The Malay Consultative Council (MPM) plans to set up a bank to help the Malay community regain its footing in the country’s economy, saying RM2 billion would be needed for the venture."Guess who will be running the bank? Of course the people who came up with the idea. So easy nowadays to get a banking license and start printing money. And best of all, it's being paid by rest of us. All RM2 billion of it.
